There are a couple that are close but no league in the world is as bad

Serbia/Serbia and Montenegro/ Yugoslavia top flight has had two out with Partizan and Red Star in the same period(Obilic and Vojovodina)

Egypt has Zamalek and Al Ahly on every league bar 5. Two won by Ismaily and three leagues unfinished due to Italy 90, Riot and Revolution

Although not a two team league Rosenborg deserve a mention as they have won 24 in the same period and that includes a 13 in a row

The Obilic win is a bit iffy though. I'd imagine corruption was involved. Arkan the tiger was club president at the time.
