Can't be legal. Reason I asked about credit note is I've come across this before by someone in front of me in a queue and it was flatly refused; it's not strictly permissable to issue a credit note as change. A credit note can only be issued in lieu of a refund resulting from an incorrect invoice and is for fees already paid.
What they probably should have done, if for example the customer doesn't have a card as back up, is taken the £17.50 you had as part payment and issued an invoice for the outstanding amount. Or they could have written off the £2.12 of course, now that would've been customer service.
What dental surgery was it?
