I don't think he tells the manager who to buy, just gives him shortlists and comments on potential signings.
Let me put forward a theory, it relates to Bogle.
For some time now I have thought that Tony Stewart cannot make important transfer decisions without consulation with one or more others (I suspect 3)
So to sign Bogle we have a theoretical path of Warne to Douglas to Stewart (or so we assume)
So a "top price" is agreed and the bid is made. However on deadline day Wigan step in with 100k more and we're out of the race. So as a last ditch attempt to put the bid up the call goes out from Warne to Douglas to Stewart. At this stage you would have thought that a quick agreement would have been relatively easy (even though we were playing an away game at the time) but maybe not if Stewart has to consult the "sleeping partners" to get their agreement first. The result being that the quick reply to Warne & Douglas is lost and as a consequence Bogle is lost.
Just a theory.
Identification is only one part of an effective recruitment strategy, actually signing players, where our problem lies, is a separate issue. Until we sort out a 'fit for purpose' transfer and wages policy to sit alongside 'talent spotting' we'll continue to fall at the final hurdle. And recruitment itself should be an integral part of an overall business plan... though I appreciate that's too much to expect. Let's see what the summer brings and make judgement then as to whether things have changed for the better.
Thinks ahead! Thinking ahead would have been to get a 3 month head start on everyone else. Accept our fate, get in a manager and players in now, with a view towards next season. Use the rest of this season to experiment and gel together so what everyone else is having to do in the summer, we've already done and get momentum at the start of next season when everyone else is playing catch up. And if the next three months look positive and forming the nucleaus of a squad able to challenge, with a few extra additions in the summer as players become available, then it may tempt some of the out of contract players that we would want to keep to re-sign rather than jump ship. That's what we did when we went up to L1, the squad hadn't altered that much, the continuity was there and the momentum carried into the higher division.
Thinking ahead to Douglas seems to be build a squad from scratch starting in May rather than July! Whilst forgetting that we will be in the same position as last season ie needing a manager in place before starting player recruitment.
