Stats show that most car accidents are caused by 17-24 year old males. The stats on young female drivers involved in serious accidents are steadily climbing.

Young drivers have no concept of power/machine in unison and should be restricted to certain levels. What they are is open to debate. A lot of young drivers don’t drive between midnight and 7.00am as it helps to reduce their premiums. Hence why most serious car accidents are during daylight hours so as to fuel their testosterone adrenaline pumped up rides.
It's an all to familiar story everywhere and of course doesn't matter about having laws when they are ignored. Just last night here:

16 year old driving with 3 mates in the car - against the law
3am in the morning - against the law
Bacardi involved - against the law
85mph in a 30mph zone - against the law
