    Driving licences

I've been told mine runs out on the 16th, and that I have to pay £14 to have it renewed, have we always had to pay?

Yes, since the introduction of photocard licences. There are instances where you do not have to pay, such as change of address, or a change of name, but for everything else, it costs.
Just another money making exercise for the govt.

Everything would be free in iScotland once the bill for England's wasters and spongers was taken off. The cost of maintaining the Crewe shytehole and its unemployable fat residents runs into billions, and that's just one town.
