Some people would argue that there is a root cause of Islamic terror attacks - a quite recent phonemenon - that Western foreign policy has been used as a recuitment tool for extremism. Videos of muslim civilian children being blown up by Western bombs is very powerful imagery.
Ultimately, both these arguements imply there is some sort of higher level of responsibility beyond the perpetrators. We've got to be careful, terrorists are responsible for their own actions. However that doesn;t mean we shouldn't have an objective approach at harm minimisation.
A divided community is exactly what the extremists and the far right want, they have a shared goal, and their actions are often succesful in achieving this.
The outcomes will be more extremism, and recruitment for both sides, a simple fact played out many times in history. The best we can do is stand united against the perputrators, not create an attitude of hostility that will make the world a worse place for the next generation. The world will be a better place if we react by teaching children tolerance and respect, not fear and suspicion.
