Yes, a real gem was Mr Jewell. During his reign, I preferred going for a ruby than to a match. A real diamond geezer was Paul. Some of his signings were absolute pearlers. When Savage asked him if his flowing locks were acceptable, he just told him to put a plat-in-um. How I look back to those golden times!!
My recollections go all the way back to Tim Ward. We have had some garbage since those days. We have had half a dozen or so one and two match wonders who failed to win a point but they were caretakers so don't fill the brief of the OP.
I would always plump for Tommy D who averaged 1.19 points a game over 78 games. Statistically we have had worse but he took the necessary rebuild too far too quickly. He got rid of 7 or 8 of the old squad in a few months when a steady transition was needed over 2 or 3 seasons. Later, in one of his books he admitted to the mistake.

Paul Jewell 0.93 PPG in 58 games
Nigel Pearson 1.0 PPG in 14 games
..... are the worst but none of them wreaked the havoc Tommy D did.
I'll be a bit controversial and say late period Arthur Cox deserves a mention. OK he got us two promotions and God bless him for that, but then oversaw the decline and stall of the late 80s - early 90s and just didn't know when to stop flogging the dead horse
I think Andy has a point. Most good managers tend to overstay and this have to leave in less glamorous circumstances.
However I doubt Coz whatever errors he made in the end will come anywhere close for this nomination.
I can't recall the Docherty years.
But perhaps there's a sentimentality here. The manager that has to break or rebuild from a great side tends to be hugely unpopular and under pressure from the get go.
For this reasons, I'd have to go for Jewell. Now I did see some of your games under him, and so poor were the displays that I thought some of the teams we were playing in League 1 (yes Forest were there at the time), would thrash you.
Docherty aside I also recall Addison's time and a certain Philip Brown. Nothing much to crow about there...
That bit in blue is very true, however, I would point you to the sentence in my TD post in which I repeat a sentiment from him in one of his books stating that he got it wrong by doing too much too soon in the rebuild. Many Rams fans made that point while he was still manager.
Looking at your first statement, that is oh so true and the greatest manager never to manage England was guilty as charged at the CG IMO.
