I expect so, although when I was last in the 'media centre' and even the boardroom and upstairs hospitality, they really are small spaces fine for 1980's but not fit for 2017. Putting a new front on the South Stand and giving a load more space just makes sense. An upper tier is a good plan, but is just part of the long considered other ground improvements.
