I remember Gordon Brown being personally blamed for not sending the Queen an invite to a D-Day remembrance ceremony. When (in reality) it fell on the same day as the Derby which she did attend! She hadn't missed a Derby for 20 years.

the wording and lack of anything of substance in your link screams that Nazir Afzal was deflecting blame to cover up his own incompetence. It would be very easily proved. where is this elusive E-Mail. If it was sent to all Police Forces then surely someone has a copy.
