Water treatment works in the U.K. do have security but they are not robust enough for a determined, trained criminal.
Imagine knocking out the drinking water supplies to a city like Sheffield and then having to flush it out to clean it up. It would take weeks and the carnage it would cause and panic across the country would be huge.

White vans onto a bridge over the Thames seems a bit amateurish compared to what a professional terrorist could really do.
