    If you get bad service in a shop or restaurant then you would ask "To see the manager". It it their responsibility for how the business operates.
    You don't seem to have much idea about how business operates in the private sector 59. I used to work for a big multi-national company, I'm not sure, but worldwide it might even have been a bigger employer than the NHS, or maybe not I don't know, but it was BIG. In the department I worked I was responsible for quality control, if the stuff coming off the production line failed on inspection and was rejected, the shift foreman would investigate the cause, if the problem was caused by a failure in the quality control section he didn't rant and rave and demand the department head be sacked, he didn't have another rant and demand the resignation of the works manager, he called in the person responsible.........me. I would then be told to resolve the problem in my department, and resolve it quickly, and if I couldn't, I'd be out and they'd appoint someone in my place who could.

    But sadly public bodies like the NHS and PHE don't work like that, some very well paid people in those organisations fail to do their jobs and nothing happens to them, it's all the fault of Matt Hancock apparently. We really do live in a lunatic asylum.
