Section 18 and schedule 13 of the Coronavirus Act 2020 create a temporary change to the registration of deaths. In essence a doctor no longer needs to be present at death or to have seen the deceased prior to it in order to certify a cause of death. The practical effect of this is that people who die at home or in care homes may have their deaths certified remotely by a doctor who questions the persons present (e.g. care home staff) as to the circumstances and symptoms of the deceased. If they think it 'likely'' that the death was due to Covid19, they may certify it as such and it will enter the ONS figures.
The above is one of the reasons why it is too early to determine the effect of the disease. Instead we will need to wait for ‘excess death’ calculations where the number of people who have died during the period of the disease is compared with the number that would have been expected under ‘normal’ circumstances. Even that will not accurately indicate the number of Covid deaths as it will include people who have died for reasons incidental to the pandemic e.g. people who delayed contacting a doctor when they fell ill for other reasons or who could not access treatment.
The above has given rise to two different conspiracy theories:
1. From the far Right and Left - that deaths are being deliberately inflated so as to justify the withdrawal of people's human rights – the so called 'plandemic' (Bill Gates and/or Israel sometimes get a mention alongside this one).
2. From the domestic loony Left - that deaths are being deliberately under reported in order to hide evidence of government failings and/or a deliberate culling of the population (Dominic Cummings generally gets a mention at this point).
