Mansfield and Newport could also argue that they should be placed in league one as they finished fourth and lost the play off finals in league 2 respectively.
It's all a matter of timing;- had Bury been expelled (or gone bust) before the EFL AGM in June(?) 2019 then Notts would have been saved no doubt. But as the EFL and National League AGM's took place and relegations for 2019 and league allocations for 2019/20 confirmed there is no case for Notts, Fylde or Solihull at all.
