Think about it logically, MPs are elected, therefore, they come and go, sometimes very quickly, and they are replaced by other elected MPs. However, the people who work in the various departments do not change very often and can be considered to be in 'jobs for life' --something which is uncommon these days. So guess who is running the country --as is correctly shown in the above drawing.
You really should take a step back from the political side and consider the practical side.
Remember that there are over 170 of these people earn more than £150,000 per annum and that is more than the PM earns and there are many more who are earning more than MPs earn.

So, the clever people are working in the Civil Service whilst the failed actors apply to become MPs so that they can pursue a life on the world's stage, even if only for a short time, something which they are denying to the proper actors who can't even get onto a stage in the West End or the provinces and don't get me started about musicians who are certainly not living in a Land of Hope and Glory as far as they are concerned!
