    I'm assuming it won't unless we are looking to sign lot's of players under 21 years old with criminal records?

    Don't worry, you won't be the first! I was thinking more along the lines of the introduction of a points based entry system for any prospective signing and the limitations on signing players under the age of 21? In my defence I haven't had the chance to read it properly yet.
