What is happening with Derby County's £60 Million pound takeover?

Like I posted before Derby County have used the Rooney Circus, using his name & his mates in management, to get players in at the club.
Promises about a take over & money to spend given to Rooney, have gone up in smoke, he should have known the club were in trouble, when players wages were not paid, & the club getting loans from a American financial institute.
It seems there are better run clubs in division 2, who cut their cloth to suit what they can afford, Rooney's wages alone must be crippling the club.
Could Rooney be told by his advisers, to leave a sinking ship, because it seems the rats are taking the life boats.
