They have rules already that aren’t enforced strictly enough so adding more won’t work

...........probably already moved from the in tray to the rubbish. Bigger teams than Luton will just laugh at it. Like already said, they have the rules already in place but don't enforce the enough................ Derby fined £100,000 for taking the p&ss for years....
