Maybe some aren't frightened but understand transmission of a virus and have curtailed their activities to some degree in the hope that it will curtail the mutation of it.
Yes it might mutate into a more benign form but it might go the other way.
It's also pretty effective currently at causing serious health issues or death.

No but you wear one to minimise the effects to others of you being infected.
Admittedly there is a lot less chance of catching outdoors.
Those in the East don't seem to have an issue with wearing them
