Do the EFL have a rule regarding this or not?

Doesn't look like it does it. Need to enforce a similar rule to here in the US where any crowd member who 'illegally enters the field of play' is automatically banned for life from all Major League stadia.

Nothing wrong with asking the crowd to stay in their seats and if safety allows 'inviting' them to join in celebrations on the field once the players and officials have made their way off.

If you think that's bad just wait and see what's in store for the World Cup in 2026. Reports here are that FIFA are almost certainly going to sanction 4 quarters rather than 2 halves to accommodate commercial breaks.

Automatic ban for individual. Clubs can face fine, points reduction, reduced capacity or stadium closure depending on severity

Depending on which club it is?

Under FA Rule E20b, clubs can face anything from a warning through to stadium closure and potential points deduction if found guilty of failing to take adequate action.
