All of the remaining voters do have a say in how the country is governed. Which is why they vote. What would be a good start is if voting was compulsory with significant fines for not voting. A staggering amount of people (not just in the UK) are lazy about a basic democratic right. Even turning up and writing bunch of fools or whatever on your voting paper. The system of PR here is questionable but the enforcement to vote is important and I agree 100% with it.
