Both are obviously major contributory factors. If it were just Tory cuts, then why isn't every council in trouble? If it were just individual mismanagement, why are there so many councils in trouble? And it's not as if all the councils in trouble are Labour-run... although, again, as Labour councils have had much bigger cuts than Tory councils, you'd expect more Labour than Tory councils to run into difficulties.
