From reading the various news reports on the seedings, it is purely to stop teams in the champions league playing those in the Europa League to avoid fixture pile up.
Teams outside of the champions/Europa league won't be seeded (Chelsea could play Villa). Also 2 teams in the Champions league could still draw each other in the 3rd round.
Unless I've read it wrong.
