Because terrorism is driven by some form of ideology. The police have said (as is generally the case) that this is not currently being treated as a terrorism case. The point largely being to give the wider public some degree of confidence that this isn't the first part of a coordinated attack. The Dunblane massacre wasn't terrorism because it wasn't driven by a political or ideological agenda - it doesn't mean the killer wasn't a complete POS.

Yes, a lawyer will be provided, and unfortunately for them they have to defend what many of us already know is absolutely indefensible. Not a job I'd envy, but ultimately someone has to do that job. We don't have the death sentence any more, so unfortunately a whole life tariff will be the optimal outcome.
