It would be a lonely, harsh world should someone launch a nuclear attack. I've never subscribed to the thought that anything would survive over time. Even the most remote places would be affected by the radiation but even more importantly the disrupted weather patterns and blocking of the sun due to debris kicked up. 10's of thousands of nukes and once they start launching them so one's going to show any restraint. No such think as a "tactical nuclear war". Once someones capital or major city is blown up it's "game on" and everything is getting launched.
