Unless a poster has moved house or changed internet provider, wouldn't a banned IP address be fairly easy to detect?

Not sure about this site specifically but several that I've tried to log in on using a VPN have not allowed me to do so, so that probably wouldn't work to hide the IP either?

The other thing is that you claim, never to have reported anyone however, trying to 'out' them is basically the same isn't it?
