A ludicrously expensive scheme to send a handful of people to a country that is so safe that the UK has accepted asylum claims from Rwandan citizens?

There was no evidence of it discouraging anyone when the Tories were introducing it.

To describe that as best certainly demonstrates how difficult it is to come up with solutions.

Of course there was no evidence of discouraging because it never happened.

I wouldn’t go by the UKs acceptance of asylum seekers as an answer to anything.
