They tell their special advisers and senior civil servants what policies they want to become law. Their special advisers and senior civil servants decide the rules and tell their Government ministers what to say.
    Jenni Minto who is the Scottish Government Public Health Minister knows nothing about Health. She has been an accountant at the BBC, curator at the small museum of Islay Life and an Islay Community Councillor who only turned up at Islay Community Council when there was something in it for her.
    Jenni Minto was appointed the Scottish Government Minister for Public Health when Humza Yousef became First Minister.
