Because there is a specific rule that says not to do it. Wether or not they actually gained advantage is irrelevant, or is your view that cheating is OK until it actually works?

Premier League and EFL are two different governing bodies with their own rules/laws that are not interchangeable!

The punishment is not proportionate to the crime.

It is being appealed; expect the punishment to be downgraded. The EFL might see this as a warning shot across the bows.
