Any targeting of innocent civilians is wrong. That goes for the so called terrorist groups and nation states.

For the point of clarification I am quite happy for these groups to be called terrorists. The context of my comment is nation states who commit acts of terrorism are rarely labelled terrorists. Terrorism is terrorism whoever carries out the atrocity. I don't know why that is so hard a concept to work out. Or is it more excusable if a nation state kills people?
