No it's not. Here are a couple of reasons why:

1- It's to stop players betting on the opposition in a game they are playing in. There would be no financial motivation for a player to want to win if whatever the result of their match, they would pick up bonus money from their club or winnings from the bookies.

2- To stop corruption between players from different teams. A player from team A talks to a player from team B and they agree to give away a penalty each in their respective games and suitable bets could be placed.

I would imagine most players wouldn't get involved in any of this kind of carry on but it's easier to ban all players from betting on all games to make the rule easy to understand.

Any players that don't understand this simple rule are as thick as sh1t.
