    They are trying to discourage people paying their bill in cash as it is easier for them to take a card payment.

    I'm pretty sure it isn't legal but they won't be 'sure' on that and will act all vague about it. Next time anticipate that you will be due the same amount or so and go with plenty change to pay the exact amount as in pay the lot, the exact amount, in small change, small coinage that is. You can be darn sure they'll start quoting the Coinage Act which designates the maximum number of coins you can insist on using to settle a debt e.g. a bill of up to £5 can be paid in 5p and 10p found but no more, 1p and 2p found can only 'legally' used in payment up to 20p.
