The fine is meant as a deterent, and if a club is stupid enough to get the fine it probably means they have more money than sense.
I agree with everything you say. But that's exactly why the rule is stupid. Imo clubs who effectively go bust, Portsmouth style, shouldn't be bailed out and given some irrelevant 10 or 15 point penalty, they should be forced to come back up through the pyramid, and if that means starting in the Hampshire league, tough.

If QPR do get into financial problems the fine will never be collected anyway. Some f_ucking deterrent that is.
