I think this was probably thought up by the same idiot that came up with the new child benefit rules.

So a club already in a large amount of debt, gets a massive fine ( I mean massive) putting them in substantial further debt, the next year they get a bigger fine and so on. How many clubs will this new rule put under, never to be seen again.
