This also confused me. They are shutting non essential shops so who's going to work.
I've been impressed with how Johnson and the government has handled the situation so far but tonight's statement has left plenty of questions that need answering.

People who work on building sites, infrastructure workers, teachers, nhs, supermarket workers. As far as I know, pretty much anyone who can't work from home.

Or
A place where things are manufactured or repaired..
Pretty covers most job I would say
