Of course not. For a start all the teams are told by club/agents who will be available for loan/transfer. It's then up to an individual club to single out who they might fancy. Getting in touch with the agent to see what are the requirements his client(player) will want. Then it's usually the agent what puts it about trying to up the ante for his client. Don't forget it's the player who pays a % of his wage to his agent. Plus the club for "helping" them.

Well Millers you can always pay players and clubs the fees what they want in an attempt to remain in the championship .
The problem is it doesn't guarantee shyte and the downside is you have a £14.6m wage bill to service in league one on the back of finishing rock bottom of the championship with 30 fecking points like we ended up with .
One poor transfer window can set you back two or three seasons because I'll be amazed if we make a fist of it in league one this season .
