Any Photoshop experts - Stamp Filter ??

Apologies in advance for the links but as I have no history of posting I apparently cant post links yet .

I know a few on here seem handy with Photoshop
I was looking to get an image like this

Someone said Stamp Filter is the way to do it in Photoshop - anyone able to do this ?

Simple to do, cut out the image you want > Saturise (Ctrl+U) > Image, adjustments, equilise > Image, adjustments, threshold and play around with it.
