I am rather surprised we have not been linked with more Dutch players considering Steve's connections in the Netherlands. Let's not forget Steve can speak Dutch, as we have heard on You Tube, so the language should not be a barrier

Similar to a wage cap this cap imposed by the Dutch helps prevent unwanted surprises.

I don't think they can do that. It's the EU, not really abroad and players are free to ply their trade anywhere within that locality.
