Ince: Three clubs in one season?

I'm probably being a bit thick here but how come Tom Ince can play for Derby (his third team this season) when Hatem Ben Arfa can't play for Nice, having played at Hull and Newcastle this term?

He was classed as an "Emergency Loan" when at Forest, thus not counting as a "Loan".

The FA have a loophole to the FIFA 'max 2 clubs per season' rule that allows 3 clubs per season if one of the registrations is an emergency loan. FIFA don't like it.
Hatim Ben Arfa's recent transfer was an international one so FIFA clearance was required.

Certain posters on here would have a field day if Sam Rush made a big error and Ince couldn't play until next season.

I've got in the back of my mind that there could also be some kind of age exemption? i.e. it doesn't apply to younger players of a certain age?

I could just be making that up entirely!

You can register for 3 but only play for two (unless a loan etc) but i think we have a loophole as although he payed for forest he never touched the ball. He was playing wide midfield you see, so although he saw a lot of it, it was way above his head and travelling too fast.

A player can only play for 2 proper clubs in 1 season. A tinpot, laughing stock of a club playing in a rented, ramshackle old ground wouldn't constitute a proper club
