    So now, rather than the formal voting process that would have taken place had he resigned months ago, there is to be an "extraordinary congress" to appoint a new President. I sincerely hope this doesn't mean he's choosing his successor

    maybe someone paid him $1m to resign.

    as for innocent, more like incompetent.

    Probably some sort of plea bargain / immunity from prosecution deal I'd speculate.
