So now, rather than the formal voting process that would have taken place had he resigned months ago, there is to be an "extraordinary congress" to appoint a new President. I sincerely hope this doesn't mean he's choosing his successor

Why do you reckon he's resigned? It seems very strange for him to do so after he insisted on an election, and especially following his statements after his re-election.
