Imho this is the biggest grey area in the rule book at the moment.
At present it seems tae me tae give the ref the liberty to give a penalty depending on whether or no' he feels like it.
There should be a directive in place that's it only a penalty if the player obviously handles. It's absolutely insanity penalties being given when a ball is fired directly at a player and he has little opportunity to move it oot o' the way.
