    But whtpy the need to personalise them? Most folk affected by them I imagine wouldn't want to be on first terms with them.

    It has advantages. For those who are suffering from their effects it gives them something to pin their anger on. It also helps keep track of how many there have been.
    Hardly necessary mind, but the met office probably had some money left over in their budget...
