there has for a long while been mention of mysterious tunnels in the Old Town area of Swindon. Roads have had to be closed in the past due to large unexplained holes appearing (sink holes?)

We have that in parts of Derbyshire, a bloody massive one opened up in open country just over a year ago, but smaller ones appear in roads and back gardens regulary, they are mostly due to old lead mines collapsing underground.
However, sink holes often occur where underground streams and rivers erode away the soil until the ground sinks, spook when it happens and it can happen very fast.
No record of any mining in Swindon
Underground streams are unlikely too but I like your thinking
All tunnels lead to Stonehenge...Perhaps a case for Mulder and Scully they are back in business

You'd be surprised, there are underground streams of quite large size in many parts of the country.
