Not necessarily. If he started off at say 8/1 and 7th in the market. He could have the 2nd most bets placed on him taking him into, say 13/2 or 5/1. He may then still be 3rd favourite but catching up the front runners. It’s all about the opening market position.
FWIW, knowing a few Baggie fans, he would be a very popular choice (albeit not a big name as such).

West Brom are more or less sunk now. Some of the names on the list might not fancy taking the job at this stage of the season although it does offer some breathing space as whoever is appointed won't be expected to perform a miracle. I doubt it will be offered to DM but it would be hilarious on here if he turned them down. There would be at least four posters on suicide watch.
