Raise pitch level at BP?

I noted that on one side at least there is a sharp drop off from the pitch to the surrounding area at Old Trafford. I saw similar at Goodison Park. Could this be a partial answer to flooding issues at BP? Lose first few rows of terraces and east stand using builders rubble as an infill to raise pitch level by 4 or 5 feet?
