Not quite ! You can have 22 out field players plus goalkeepers, we have 21 ? the real difference is some clubs have loads of under 21 players which are not counted in the squad !
For instance Sheff Wednesday had 11 players missing at Doncaster recently, but could still field a full match day squad of 18 !!
22 Players
Clubs in League One shall be permitted to name up to a maximum 22 Players, of which a minimum of 8 must be a Home Grown Player. Under 21 players do not need to be named on the Squad List to be eligible to participate in a League Match.
8 home grown?
A "Home-Grown Player" means a player who, irrespective of nationality or age, has been registered with any club affiliated to The Football Association or the Football Association of Wales for a period, continuous or not, of three entire seasons, or 36 months, before his 21st birthday (or the end of the season during which he turns 21).

Don’t know the exact rules but my lad buys a programme every other match day and the away team nearly always has more in their squad than ours I remember even Morecambe did the other week so Icky may have a point

I want to say that lots of other teams include u21 players on their programme team sheets (which don't count towards the 22 man squad if I'm correct in thinking). Whereas we don't have anyone regularly in the first team setup under 21 (again off the top of my head) so that might mean others often have more players than us.
That might be a load of bollox to be fair but that is my guess.
