Raab is the sort of hard-core ultra-right Tory who believes that winning is everything, whatever it takes to win you do, for you there are no rules. If the victims of such thuggery complain they are categorised as utter wimps who simply have not got what it takes, they are contemptible people.
Now that Raab has become the victim of his own thuggery he is whinging, whining, grumbling etc. In doing this he is being the sort of person that he has utter contempt for.
