Well, I would say, Governments in a Capitalistic world ,must surely think in terms of 'profit'. Then to order, and buy, 'x' millions of PPE stuff,in case some 'pandemic would happen,in the next,10 -15 years? Is not on the cards. The stuff needs to be bought,(costing?),then it has to be stored,so then 'storage space is required,(costing?) Then it has to be checked that no harm, (again costing?),has been done to it? (What ever could have happened??) So that's why nothing was done!!

Until fairly recently we DID stockpile the stuff. but over the last few years we have allowed the stocks to become depleted.

And Sinkov, I think you will find reports of lack of PPE in EVERY news outlet you can think of, not just the BBC.

And at the end of the day, whether it is the NHS, PHE or the Government, the responsible person is Matt Hancock, the buck stops with him. And it has been the Governments task to make sure that these services were adequately funded and supplied.

If you get bad service in a shop or restaurant then you would ask "To see the manager". It it their responsibility for how the business operates.
