    So the reason parts of the EU have low standards is because the EU has high standards but some of the countries in it don't enforce them, but for some magical logic only you understand the fact that the EU has high standards causes countries to impose worse standards on themselves than they would have without the EU?!     It's my understanding that the motorways from La Manga up to Benidorm for example [as I'm sure many more are] were funded by the EU ie partly UK on the proviso that no tolls should be imposed because these roads are EU [publicly funded] but the Spanish impose more tolls than you can shake a stick at & no sanctions are brought by the EU
    Is my info correct?

    That addresses absolutely zero of the concerns you raised about Spain violating the terms of the roads by imposing tolls. It merely suggests that some motorways in Europe might have offered better value for money being built as express roads depending on the metric you use and the traffic they're getting.
