In Singapore they are keeping the death rates really low because they employ huge teams of virus detectives. If anyone is tested positive they subsequently investigate who they have come into contact with. Friends, family and work are obvious ones but they also look at which shops , restaurants, gyms etc they may have been in.
When they find out who they are likely to have infected they then force those people into isolation. I think it's similar to those images from China we saw with people getting dragged out of their houses but not quite as heavy handed
