    It's up to 5,000 - doesn't mean they have to have 5,000.

    Not supporting the figure but you really need to be more sensible in your interpretation of things, very obvious what was meant.

    I was trying to show that there should have been different spectator capacity numbers depending on the attendance capacity of each football stadium. In my opinion the minimum number of spectators from 9th August 2021 should have been 50% of the attendance capacity with clubs applying to their respective local authority to increase the number of spectators attending matches at their own ground.
